Ohio House Bill 136 passed out of the House Education Committee today by a 12-10 vote. The bill would create the Parental Choice and Taxpayer Savings (PACT) Scholarship Program, a statewide income-based school voucher program for low and middle income families.

Thanks to a recent expansion to the EdChoice Scholarship Program, an additional 1,681 students took advantage of a summer application window to apply for an EdChoice scholarship for the upcoming school year. These additional students pushed the total number of new applicants to the program this year to more than 5,000 for the first time in four years.

Governor Kasich finalized many momentous changes and expansions to Ohio's school choice programs today as he signed the state budget bill into law. The budget creates Ohio's fourth school voucher program, which will provide K-12 scholarships for students with special needs, and expands two of the state's existing voucher programs.

For the second year in a row, more students have applied for the Educational Choice Scholarship (EdChoice) Program than can receive vouchers.
The application period for the 2011-2012 school year is now closed, and the Ohio Department of Education reported that parents of 15,397 students applied for their children to receive a school voucher. Of the applicants, 11,941 are renewals and 3,456 are new applicants. State policy currently allows for 14,000 students to receive vouchers.

Senate Bill 88 passed the Ohio Senate Ways and Means and Economic Development Committee by a bipartisan 6-2 vote this morning. The bill would create a dollar-for-dollar tax credit for individuals and businesses that donate to non-profit scholarship organizations that provide scholarships for students to attend private schools.

State Rep. Matt Huffman (R – Lima) held a press conference today where he announced his intention to reform and expand the state's school choice programs.
Rep. Huffman's proposal would combine the Cleveland and EdChoice Scholarship into a new statewide scholarship. Under Huffman's plan, current scholarship students would continue to be eligible and current scholarship caps would be eliminated.

Beginning Tuesday, February 1, parents of children who attend chronically low-performing Ohio public schools can apply to send their children to private schools using state-funded school vouchers. According to School Choice Ohio, more than 84,000 children are eligible for the Educational Choice (EdChoice) Scholarship Program for 2011-12, but only 14,000 children can be accepted because of a state-mandated cap on program enrollment.

A bill, HB 610, introduced today in the Ohio House by Rep. Kris Jordan, R-Powell, to create a tax credit program for education scholarships in Ohio would greatly assist needy students across the state while also making it easier for businesses, community organizations, and individual taxpayers to support education in their community, said Chad Aldis, executive director of School Choice Ohio.

The Ohio Department of Education released the new list of public schools whose students are eligible for the EdChoice Scholarship. This year's list, comprised of schools that have been in academic watch or academic emergency for two of the past three years, contains 202 school buildings. All students who attend or will be assigned to attend these schools in the 2011-2012 academic year are eligible to apply in February 2011 for the EdChoice Scholarship to enroll in a private school.

This fall more than 1,700 Toledo students are set to attend one of 23 Toledo area private schools with financial help from an EdChoice voucher. Thanks to the vision of former State Representative Dixie Allen, at the time a Democrat, and the leadership of former House Speaker Jon Husted, these Toledo students are among 14,000 students in Ohio who will use an EdChoice voucher this year to attend the private school of their choice.

The United States Department of Education yesterday released a new study of the Washington DC Opportunity Scholarship (OSP) voucher program. The evaluation was conducted by the National Center for Education Evaluation and Regional Assistance and reports present objective information on the conditions of implementation and impacts of the program. The Washington Post today ran an editorial citing the study's findings and calling for Education Secretary Arne Duncan to reactivate the program, which has been closed to new enrollment since last year.
