Often, the quality education options available to a child are limited by their zip code or family income. Ohio has, at least partially, addressed the zip code issue by offering the EdChoice Scholarship Program to children who attend the state’s lowest-rated schools. Unfortunately, outside of the Cleveland Metropolitan School District, there is still no program available for students whose options are limited by income.

Just because a school is not among the lowest 5% in the state does not mean that it is the right fit for every child. Students whose families can’t afford to move to the school district of their choice or pay private school tuition still deserve to have a choice.

School Choice Ohio is currently following the progress of the proposed programs listed below in the Ohio Legislature. These programs would expand school choice to many more Ohio students.

Parental Choice and Taxpayer Savings (PACT) Scholarship

This scholarship program was proposed by Rep. Matt Huffman to create an income-based scholarship program for Ohio students. In December, Rep. Huffman announced the following proposed changes to the program.

  • Scholarship limited to the amount of state aid per pupil spending by district
  • Local district keeps all excess funds
  • Number of scholarships limited to 1% of district enrollment
  • Income eligibility tied to Medicaid S-CHIP eligibility
  • Elimination of Educational Savings Account provision

  • The revised scholarship program will likely be introduced in a new bill in 2012. Stay tuned for updates.

    Tax Credit Scholarships

    House Bill 242 & Senate Bill 88

    This legislation would create a dollar-for-dollar tax credit for individuals, couples, and businesses that donate to nonprofit scholarship-granting organizations.

  • Eligibility for the Tax Credit Scholarship would be based on income
  • Students who currently attend private school would be eligible
  • Vouchers would be worth $4,250 for K-8 students and $7,000 for high school students
  • House Bill 242 (Brenner | Patmon) is currently pending in the House Ways & Means Committee
  • Senate Bill 88 (Jordan) was approved by the Senate Ways & Means & Economic Development Committee and is currently awaiting a floor vote in the full Ohio Senate.
